Most people do not realize that The Jungle Book by Rudyard Kipling is actually a collection of stories. Not all of them are about Mowgli, the boy raised by wolves. In one story called "Her Majesty's Servants," Mr. Kipling explores war from the perspective of man's animal assistants.
One night, all the horses, camels, oxen, goats and dogs broke free from their camp bed and gathered around the large Elephant they called "Two Tails." When they asked the elephant why Men use him to fight, Two Tails explained his power of prediction and to see outside himself to know what actions - even if a bit unconventional - to take to win the war, "It’s different with me. I can't always obey, because I'm betwixt and between. I can see inside my head what will happen when a shell bursts, and you bullocks can’t.”
Like Two-Tails the Elephant, the Librainy Lady Lawyer is a betwixt and between navigator with experience on both sides of the aisles and arguments. She uses her life experiences, legal expertise and innate ability to survey situations, mitigate actual and predicted problems, read between the lines, and create better outcomes for her clients time and time again.
Known in rural Florida town as "The Library Lady" because she was always found at the Wildwood Public Library even before working there as a Assistant Librarian, Ms. Jessica Rochell White was known for her brains, her beauty and her nose always stuck in a book.
As a U.S. Marine Corps military brat, Ms. White traveled often and lived abroad as a child. She began school in Jamaica under the British forms and house system described in the Harry Potter series. When she returned to the United States, Ms. White skipped a grade and became the youngest graduate of her AP/Honors class.
Ms. White's academic achievements, college dual-enrollment, youth leadership and service to the community through 4-H, Key Club, Kiwanis Club, Rotary Club, Teen Court, and Teen Trendsetter Reading Mentors earned her a Bright Futures Scholarship, Dr. Martin Luther King Jr. Scholarship, Wildwood Methodist Church Scholarship and FL 4-H/University of Florida IFAS Scholarship.
During her college and university years, Ms. White concurrently held positions in library services, retail and advertising/public relations. She was also a FL HSMV Driver License Examiner in Orlando, FL. Despite these career commitments, Ms. White achieved magna cum laude honors, obtaining an Associate's degree in Mass Communication: Journalism & Graphic Design from Lake-Sumter Community College. In 2011, Ms. White graduated with similar distinctions, achieving magna cum laude honors and earning a place on the College of Science Dean's List, with a Bachelor's degree in Advertising/Public Relations & Sociology.
After graduation, Ms. White was promoted to FL HSMV Bureau of Administrative Reviews in Melbourne, FL. As a Hearing Officer/Administrative Law Judge, she presided over hearings, heard legal arguments, reviewed evidence and ruled on administrative suspensions and revocations for DUI, Reckless Driving, Ch. 893 Drugs, Excessive Points, and Fleeing & Eluding Police cases.She was also legally trained by federal judges and a member of the National Association of Hearing Officers (NAHO).
Surprised at her legal expertise despite her non-law background, the attorneys who appeared before Hearing Officer White recommended that she apply to law school. One of them - the first Black attorney she had ever met - wrote her recommendation letter. While studying for the LSAT, Ms. White also worked as a Tax Collector's Office Driver License/Tax/Tag/Title Clerk in Sumter County, FL. Shortly after sitting the LSAT, Ms. White began working for the FL Department of Corrections. Three days after starting as a Probation & Parole Officer, Ms. White was accepted into Stetson University with a partial tuition academic merit scholarship. Ms. White completed law school matriculation during boot camp. On her first day of school, Officer White received her first felony probation officer case load and began commuting 2-3 times a week to evening law school classes from Melbourne to Tampa and Gulfport. Throughout law school, Ms. White was a full-time state law enforcement officer by day and part-time law school student by night.
In 2021, Ms. White earned her Juris Doctor from Stetson University College of Law, distinguished as a member of the Phi Delta Phi International Legal Honors Society and the Stetson Law Trial Team. During her studies, she showcased her legal prowess as a Trial Team Member, interned as a Certified Legal Intern in the Stetson Law Prosecution Clinic in Clearwater, and actively participated in the Jacob-Alterbernd Inn of Court in Tampa. Her commitment to community service included volunteering with Immigration Law clinics in Washington D.C. and Family Law Clinic in Florida.
As a dedicated member of the Tax Law Society, Ms. White extended her support to the community by volunteering with the United Way's VITA program, aiding citizens in filing their taxes for free. She further contributed to the legal community as a member of the Black Law Student Association and an officer in the Phi Delta Phi International Legal Honors Society. Ms. White also studied criminal law, family law and tax law in Oxford, England the Georgetown, Grand Caymans.
In a momentous achievement, Ms. White was admitted to the Florida Bar on her birthday in 2022, a significant milestone facilitated by the attorney (now a judge) who had written her recommendation letter at Stetson Law. Proudly breaking new ground, Ms. White stands as the first attorney in her family, reflecting her dedication to legal excellence and paving the way for future successes.
Ms. White's specific area(s) of practice are Estate Planning, Business Law, Contracts (including pre-nuptial and post-nuptial agreements), Violation of Probation/Early Termination Motions, and Post Conviction Appeals, but she also lends her expertise and advice to clients and in court as an insider expert in matters concerning FL Highway Safety Motor Vehicles Driver License/Insurance division, FL HSMV Medical Reviews, FL HSMV BAR hardship hearings/hardship licenses, and FL Department of Corrections Felony Probation and Parole. Attorney White is based in (Wildwood) Sumter County and (Melbourne) Brevard County, Florida. Betwixt & Between Law is a virtual law firm and available for service throughout the State of Florida.
As an attorney, Ms. White learned that law is not black-and-white, but communication, compassion and creativity can tip the scales for a favorable result. She brings to the table her prior government career insider knowledge and a law enforcement background with estate planning and business formation experience.
In her free time, she enjoys reading, visiting museums (art, history and science), traveling, perusing estate sales, riding horses and ATVs, watching foreign films and anime, and playing and reviewing video games.

FUN FACT
At age 9, Ms. White and her palomino Quarter Horse, Kaspar, competed against 300 riders and placed second in Western Pleasure at the 2001 Florida State Horse Show. She enjoys destination trail rides and has participated in trail rides in Florida, North Carolina, California, Hawaii, Jamaica and the Grand Cayman Islands.
